Notes from Fillingham Parish Meeting
Monday, 1st October 2018
7.30pm
1. In attendance: Margaret O’Grady (chair), Peter O’Grady (vice-chair), Cllr Roger Pattison, Dawn Greetham (clerk) and two parishioners.
2. Apologies for absence: PCSO Julie McFaul, Glen and Vicky Cargill (RFO and Assistant RFO), Sarah Overton, Judith Russell.
3. Notices of Interest: None.
4. Minutes for approval of meeting dated 3rd September 2018: The minutes were unani-mously approved and signed.
5. Matters arising from those minutes not covered in the meeting:
I. Parish notice board: Consent for the design of the new notice board is required as the Village Hall is a listed building, before it can be purchased. This will be obtained in due course.
6. Reports:
I. Police: PCSO Julie McFaul sent her apologies to the meeting and a report of three inci-dents in the village that were listed on the 101 website. PCSO Julie has also been monitoring the issue of speeding through the village. Margaret has also had a reply from the Lincolnshire Road Safety Partnership which was read to the meeting. Marga-ret will investigate the possibility of placing 6 signs to remind drivers of the speed limit.
II. Finance Report on Accounts: The village hall boiler has been serviced at a cost of £72.
III. Budget proposal for raising the precept for 2019-20 financial year: In Glenn and Vicky’s absence, Peter read the budget forecast for the following ten years. The parish is de-veloping a long-term budget plan, details to follow. The parish is opening a new bank account with Lloyds.
IV. Village Hall report: The dry lining has been put on hold temporarily. Repairs to the back door will need to be carried out, again this will need listed buildings consent. The parish has been advised that the windows in the hall cannot be double-glazed but may be sec-ondary glazed. Yoga and one party are the only bookings at present.
V. Playground: The benches have been cleaned and regular playground checks are car-ried out.
7. Correspondence: One invoice for boiler service £72.
8. Parish/District/county matters: Cllr Roger Pattison said that there is now new legislation re-garding animal welfare i.e. licence required to board dogs/cats. There is also to be a review of polling stations. Margaret circulated the proposed plan to build six new houses on the entrance to Rectory Lea. There will be a public consultation on 17th October in the village hall. Cllr Pat-tison also said that there is funding available for churches from West Lyndsey. The discussion regarding
public footpaths will be carried forward to the next meeting.
9. Any other business: The Village Venture magazine may now cease circulation and there was a discussion about a village newsletter to replace it. Margaret proposed sending Fiona (the ed-itor) some flowers by way of thanks and this was seconded by Dawn.

11. Dates for diary: Monday, 5th November: Firework display in Ingham. Apple Day 10th Octo-ber.
