Fillingham Parish Meeting 

Annual General Meeting 11 May 2026

 

ATTENDANCE

Present: Margaret O’Grady, Peter O’Grady outgoing Chair and Vice Chairs, Judith Russell minute taker

In attendance: 24 parishioners

AGM

The AGM was held prior to the Parish meeting. The minutes of the previous AGM were not presented, nor were the annual accounts.

Thanks were given to the outgoing Chair and Vice Chair for their service over the previous 13 years.

 Nomination for Chairperson 

Gary Whitelegg was nominated by Vicky Cargill and seconded by Sarah Holt. Calls for any other nominations met no response and by a show of hands Gary was confirmed as Chairperson for the coming year.

 It was explained that the post of RFO and Clerk were being merged. Glenn Cargill was nominated for the post and was confirmed in post.

 Paul Williams was confirmed as auditor with his support an updated and efficient accounting system has been put in place.

Declarations of office to be signed.

The outgoing Chairperson was presented with a bouquet of flowers and thanked for her 13 years of service, this was marked by a round of applause, recognising how much she had achieved during her tenure.

Peter O’Grady gave an overview of the progress and achievements since taking up office, 13 years ago.

PARISH MEETING

The Chair welcomed people to the meeting and took apologies.

  1. MINUTES OF THE LAST MEETING  

The minutes of the last meeting were approved as a correct record. 

  1. MATTERS ARISING NOT ON THE AGENDA

  • Dropped kerbs – Gary reported that he had a chat with the County Councillor for this area who has yet to attend a Fillingham Parish Meeting and made him aware of the issue of the dropped kerb and the bus shelter.

  • Community Trust Fund and associated issues - Peter O’Grady and William Rose updated the meeting. William explained that as an entity the Parish meeting owns the village hall. Relevant to the issue is the Government Registration Act 1974. Advice was sought form a West Lindsey Councillor and when there was no response. He was told that just two names are needed for the trusteeship of the village hall. The Playing Field Trust fund issue of outstanding £15k of landscaping costs is still outstanding. This will be pursued outside of the meeting. The question of trustee approval if we apply for charitable status was raised. It was explained that the body will need to have 3 charitable trustees who must sign a declaration.

  1. REPORTS

Finance Report

Glenn as RFO reported that financially it had been a good year, with the income up £7,000 on the previous year. The internal auditor, who is a qualified accountant, advised that a move to proper account software and the Village Hall and the parish should be treated as a separate entity.

It was explained that we are bound to comply with the AGAR regulations. All the forms are prepared ready for submission on the Parish account. These will be published and available for comment between the 9 June and   the 20 July. New requirements now require an IT policy. All procedures will be updated and be ready for approval at the next Parish meeting.

No correspondence received in the past month.

  1. PARISH, DISTRICT, COUNTY MATTERS

7a. Parish Matters.

The playground equipment will be cleaned by the village maintenance team on 16 May.

The structure of the parish teams is designed to be more inclusive ands robust going forward. Views of the whole village were canvassed and the responses informed the subsequent structure of the village groups.

Sub committees now in place include n events team led by Sarah Holt, maintenance team led by Ray Greetham, grants team led by Judith Russell and a finance team led by Glenn Cargill. Yvonne Sunderland is in charge of the village hall bookings using the new Lemon Bookings software

7c County Matters

  1. AOB 

The beer club has requested the procurement of a pool table and David Sunderland spoke about the plans, and this was whole heartedly supported by the meeting.

Communication within the village was raised and it was explained by Vicky Cargill that she is the marketing and comms person and that there are a number of outlets for communicating including WhatsApp, Facebook, email, newsletters, an Instagram page and the noticeboards.

DATE OF NEXT MEETING – There will be only four meetings of the Parish Meeting each year and the next meeting, will be on Monday 8 June at 7.30pm
