FILLINGHAM PARISH MEETING MINUTES
Monday 2 February 2026

1. WELCOME
The Chair welcomed villagers to the meeting.
2. NOTICE OF INTEREST
None were reported
3. MINUTES OF THE LAST MEETING
The minutes of the last meeting were approved as a correct record.
4. MATTERS ARISING NOT ON THE AGENDA
• Accessibility Audit – After submitting a full accessibility audit to LCC the Chair has been in touch with LCC re the work required for the accessibility and safety of those using mobility scooters around the village on pavements They have responded that there is no budget for this work, and LCC raised safety issues with drop curbs around the village. There have been a number of near misses, and the meeting was of the view that this should be raised with the County Councillor Wimhurst, as residents feel there are genuine safety concerns. This was agreed.
• Repairs – Street light 004 has been repaired. Lighting at the top junction (B1398) had been reported as faulty, fault reference 2862632 work complete. An email has been sent to Stagecoach and the company who have the school buses contract. The issue of a bus shelter on both sides of the road is still being discussed.
• Speeding on the top road – This is becoming a regular occurrence with cars travelling at 70mph and sometimes over. There is concern about potential accidents for villagers joining the road. No action has been taken in relation to sourcing a speed camera.
5. REPORTS
Finance Report
In the absence of the RFO it was reported that the financial position remains stable and that it has been a result of a good year with fundraising. Payments for January have been made for maintenance of the village hall along with utilities.
Playground – the annual maintenance inspection has still not been made as the company are running late with visits. Advice received last year for the removal of algae from the bench and play equipment has been to scrub down with hot soapy water, this was done in August 2025 but needs to be repeated coming out of the winter.
Village Hall – The PAT test and Fire extinguisher checks have been completed for 2026.
Chairs Handover – Margaret talked the meeting through the annual cycle of Parish activities to ensure the compliance with the legal responsibilities of a parish meeting as well as other activities around the village including for the village hall. She was thanked for her work on this. She also reported that she is temporarily undertaking the booking role for the village hall.
Sub-committees – It was noted that reports for all sub committees would be brought to a future meeting.
6. CORRESPONDENCE
The Chair confirmed that a letter of thanks for the donation of the village Christmas tree has been sent.
7. PARISH, DISTRICT, COUNTY MATTERS
7a. Parish Matters.
• Pothole on the High Street has been reported.
• West Lindsey food inspection form has been completed with respect to food at events and the village coffee mornings.
7b. District Matters
Cllr Patterson reported on a post by Edward Leigh MP informing of the action the Government are taking in relation to Scampton Airfield. It will be advertised shortly on the open market and the outcome is likely to be known in November.
7c. County Matters – No report available but notice that there will be a consultation on the local government re-organisation plans.
8.AOB
Speeding at the bend by the church – The road narrows at this point and cars are speeding and mounting the kerbs and the grass. The question of use of a speed camera and a more permanent solution of 20 mph signs. The Chair will speak with the Road Safety Partnership on suitable action and will contact PCC coaches about the school bus.
The tree on that corner is under a TPO order.

Events dates: Margaret reported bookings already received for the village hall as 21 March, 18 July, 21 November, all Farmers Markets. Also, 17 May is the date for the open churches event.
