FILLINGHAM PARISH MEETING MINUTES
Monday 2 March 2026

1. WELCOME

2. NOTICE OF INTEREST
None were reported
3. MINUTES OF THE LAST MEETING
The minutes of the last meeting were approved as a correct record.
4. MATTERS ARISING NOT ON THE AGENDA
• Accessibility Audit – After submitting a full accessibility audit the Chair has been in touch with LCC. They have responded that there is no budget for the work. The meeting was requested that this should be raised with the County Councillor Whimhurst. This was agreed at the last meeting and an email was duly sent to Cllr Whimhurst awaiting response.
• Request for a bus shelter – The issue of a bus shelter on the side of the road is still being discussed. The response from the LCC Travel Project Manager is that the proposed location is on Highways land as consent will be required from them. This will need to be completed and submitted and then Highways will assess the location. Only if consent is given can the work be undertaken. There are grants for a bus shelter for parish councils – Deon Fischer, Travel Project Manager – deon.fischer@lincolnshire.gov.uk – mobile 07500075176. Suitability request to be submitted, the meeting agreed that Mr Ball would be allowed to help with grant proposals at that time.
• Speed cameras on B1398 – The speed warning sign at the top road advising of a right turn (direction Kirton in Lindsey) and to slow down, does not work, an email has been sent to request this be reinstated. Following the enquiry regarding speeding, the feedback is that speed cameras are only used in a casualty reduction initiative. A survey will be undertaken and the findings will need to be requested. The Chair asked for someone to take this forward. Miriam offered to help and the relevant email will be forwarded to her.
• PC Coaches response – following concern at the previous meeting about the speed of the school bus on High Street, The company was contacted. They have reviewed the tracker on board the bus and have confirmed that the coach driver had not been driving over the 30 mph speed limit. However, the Operations Manager had spoken to the driver on this route and asked him to be ultra cautious.
• Pot Hole – High street Filled.
5. REPORTS
Finance Report
The RFO reported that the financial position remains stable as a result of a good year with fundraising. Payments for February have been made for PAT testing of all electrical equipment and a payment to the Association of Village Halls.
Playground – The annual inspection has still not been completed.
Village Review – Information recruiting volunteers is now on the noticeboard, i.e., chair, internal auditor, bookings coordinator, maintenance co-ordinator, external fundraising and marketing leads. More details at the meeting on 9th March.

7a Parish business
• Streetlight reported at the last meeting has now been repaired.
• Agreed that we would undertake a Spring litter picking morning throughout the village
• Yvonne is progressing the Lemon Booking system for village hall bookings
• Consensus that we should lobby for a 20mph speed limit in through the village

Cllr Patterson was not in attendance
7c. County Matters – County Councillor Whimhurst was not in attendance.
