Notes from Fillingham Parish Meeting

Monday, 3rd September 2018 7.30pm

1. In attendance: Margaret O’Grady (chair), Peter O’Grady (vice-chair), Cllr Roger Pattison, Dawn Greetham (clerk), Vicky Cargill (assistant RFO) and six parishioners.

2. Apologies for absence: PCSO Julie McFaul, Zoe Rampley, Glen Cargill (RFO), Sarah Over-ton.

3. Notices of interest: None.

4. Minutes for approval of meeting dated 2nd July 2018: The minutes were unanimously ap-proved and signed.

5. Matters arising from those minutes not covered in the meeting:

I. Insurance: Has been paid for the coming year.

II. GDPR documents: The proposed GDPR policies have been available for scrutiny on the website and the parish has not received any feedback. It was agreed that these policies will now been adopted.

III. FOI document: This will be carried forward to the next meeting.

IV. Parish Notice Board: This has not been ordered yet as the Parish logo needs to be in-cluded and there may be issues with regard to this.

6. Reports:

I. Police: PCSO Julie McFaul sent her apologies and said that there is nothing to report. However, on the Lincs Alert website there was a report of a stolen lawnmower and strimmer. The Parish was made aware that this is the start of the hare coursing season.

II. Finance: Vicky gave a verbal update regarding the Parish finances. The new Village Hall account is still not open with all monies currently being held in the Parish account temporarily. It was agreed that the Parish will not continue with the account with HSBC in the light of the service received and will seek another provider for all Parish accounts.

III. Village Hall Report: Gas, electricity and water bills for August and September have been received and settled. The hall has purchased a tug of war rope for £35 to be used for future events. There have also been bookings for the hall.

IV. Playground: The independent annual inspection has now been carried out by Wick-stead which recommended a minor repair to the climbing frame and contractors have been contacted. Two other recommendations were made regarding access by dogs and cutting back trees. The base mat has been damaged and need to be repaired Heather Properties to be informed.

7. Correspondence: Invoices have been received and paid as per the financial report.

8. Parish/District/county matters: Two trees to the edge of Rectory Lea have been removed due to health and safety issues. There was a further conversation regarding trees and some damage done by the strimmer to the newly planted laurel trees. The Parish was represented at the Ingham prize going event to donate the Science prize. William Rose will paint the bus shel-ter window and repair the guttering.

Cllr Roger Pattison gave an update on plans to build a £7 million leisure centre. Also the Trinity Arts Centre will be streaming some West End shows live. There was also a discussion with regard the future usage of Scampton airbase when it closes. Roger also made the Parish aware of the admission criteria on William Farr school’s website which clearly shows Fillingham to be within the catchment area. The Parish was also made aware of vehicles clearly exceeding the speed limit through the village. It was agreed that Mar-garet contact PCSO Julie McFaul regarding this issue and also contact The Road Safety Part-nership to enquire about measures to tackle this issue. The purchase of a hand-held radar was also discussed.

9. Any other business: The subject of dog fouling was discussed. It was agreed to circulate a letter to all residents in the Parish requesting dog owners clear up after their pets. Margaret will also contact the Highways department again regarding the junction alert sign and also fill-ing in potholes. A donation of daffodil bulbs has been made to the Parish and it was agreed to plant these on the village green. Also

the old play equipment is to be recycled into planters.
