NOTES FROM FILLINGHAM PARISH MEETING

Monday, 12th April 2021
Held via Zoom – COVID restrictions.


1.    In Attendance:  Margaret O’Grady (Chair), Peter O’Grady (Vice-chair), Glenn Cargill (RFO), Cllr Roger Patterson and 6 further parishioners.

2.    Apologies for absence:  Dawn Greetham, Vicky Cargill, PCSO Julie McFaul, Sarah Overton.

3.    Notices of Interest:  None

4.    Minutes of the last meeting (1st March 2021):  The minutes were approved unanimously and signed.

5.    Matters arising from the minutes not covered elsewhere in the meeting:  
•    Village Hall windows – the new windows have been installed. There is a query about the sealing between window & walls and quotes have been received. The windows have been primed with grey and many in the village have expressed how they prefer the col-our rather than white gloss. An e-mail is to be sent to WLDC Planning to enquire whether there is any flexibility in the choice of colour. 
•    Village hall painting of windows. 3 quotes received and it was agreed to proceed once the sealing work is complete.

6.    Reports:
I.    Police:  PCSO Julie reported that there were 5 calls to the village to Lincolnshire Police, of which 3 were not of public interest. 1/04/21 – Suspicious vehicle at the building site on Rec-tory Lea. 1/04/21 Suspicious males offering tree surgery on the High Street.
II.    Finance:  Invoices have been paid for EDF (utility bill).
III.    Annual Governance & Accountability Return and the Internal Audit to be completed by the next meeting.
IV.    Village Hall report:  The hall remains closed due to COVID-19 restrictions. A COVID risk as-sessment is required and arrangements will need to be in place ahead of the planned elec-tions in May, Margaret to co-ordinate. Playground – nothing to report. Fillingham Village Hall has been entered into the Village Hall Domesday Book of 2021, per information/invitation received.

7.    Correspondence:
I.    Correspondence received regarding a complaint made by a resident to WLDC Highways regarding the condition of the footpath on the High Street (ref. no.1052185). This complaint is further to the Parish Meeting complaints of September 2020, and previous. WLDC have reiterated that the footpath is scheduled for repairs this financial year. Within the same cor-respondence, it was commented that there was a lot of mud on the footpath. There is also evidence of tractor tire tracks on the footpath which appear to be making the condition of the path worse. Rose Farms have been contacted and are prepared to clear the footpath, but the issue will not be resolved until WLDC have completed their repairs. A parishioner suggested that paving slabs could be used to reinforce the soft verge to prevent material be-ing washed onto the path, however also raised was that this is a rural location. Options to be considered once cleaning carried out.
II.    WLDC Planning received for the partial demolition and reconstruction of the cart shed (Rec-tory Lea development) Planning reference 142053- no comments were brought to the meet-ing. 
III.    LALC correspondence: regulations that allow remote council meetings during COVID-19 is due to expire on the 7th May 2021, so Zoom meetings beyond that date would not be permit-ted unless there is an update to legislation (meetings would need to be face to face). 

8.    Parish/District/county matters:  
I.    Cllr Roger Paterson provided an update on West Lindsay District Council matters, reiterating that remote meetings will not be permitted from 7th May. Annual council, proposing constitu-tional change that will allow Parish Councils to bring topics to the Planning Committee di-rectly, rather than through the District Councilor. 

II.    Trust Fund – change of land registry chased up with solicitors. 
III.    Broadband update:  Openreach have stopped communicating - which is ironic. We are awaiting feedback on whether the village project is eligible for the new scheme.
IV.    28th May Great British Spring Clean, 5th June proposed dependent upon COVID conditions.
V.    Many thanks to everyone who has been picking up litter during their regular walks. 
VI.    Tree preservation order granted to sycamore and beech trees on the boundary of the Old Rectory.
VII.    Grit Bin missing (ref – 4157725) has now been replaced at the junction of High Street and B1398. It will be checked to see if there is grit in it.

9.    Any other business:  
I.    Possible summer fete / future events; will be considered in the coming months dependent upon the how the pandemic develops as lockdown eases.
II.    Due to the forthcoming expiry of legislation permitting remote meetings, it was agreed that Next meeting currently planned for 10th May, will to be brought forward to Tuesday 4th May 2021.
