October 2021 Minutes

NOTES FROM FILLINGHAM PARISH MEETING
Monday 4th October 2021
Held at Fillingham Village Hall

1.    In Attendance:  Margaret O’Grady (Chair), Peter O’Grady (Vice-Chair), Glenn Cargill (RFO), Dawn Greetham (Clerk), Cllr Roger Pattison and nine further parishioners.
2.    Apologies for absence:  PCSO Julie McFaul.
3.    Notices of Interest: None.
4.    Minutes of the last meeting (6th September 2021): Approved unanimously and signed.
5.    Matters arising from the minutes not covered elsewhere in the meeting:  None.
6.     Reports:
I.    Police:  PCSO Julie reported one incident: 10/9 Burglary - an untidy search and spare keys to vehicles taken from property on High Street.
II.    Finance:  Glenn reported that the finances remain healthy.  All utilities have been settled. A discussion followed regarding future proofing finances to include further maintenance to the hall and village and ring-fencing finances accordingly.  The village precept for 2022/23 was also discussed and it was agreed that the precept be increased by 3% every year.  It was suggested that the precept for 2022/23 should be £5,222 to be discussed at the next meeting. 
III.    Village Hall:  Leaks to the Ladies toilets have been fixed and a new bulb purchased.  Gents toilet lock is also fixed.  Bookings have been taken and payments made.  
IV.    Playground:  Weekly checks to the playground and defibrillator are made.  The annual inspection is still to be carried out.  There was a discussion regarding bird fouling on the play equipment.
V.    Update on legal/land registry,/charity status: This is still ongoing.
7.    Correspondence: 
I.    Invoices received:  None.
II.    Temporary traffic restriction - TTRO/3596 footpath work18/10/2021 to 30/10/2021 reference 4165993.  This work should take place between 9.30 and 3.30 and will include the reconstruction and widening of the footpath.  
8.    Parish/District/county matters: 
I.    Parish Trust update:  No further information. 
II.    Broadband update:  A revised price of £130,000 has been received and further options were requested.   It was suggested that a separate meeting be called to discuss the revised price.  
III.    Cllr Pattison gave an update regarding the plans for the Queen’s Jubilee and informed the meeting that the council is making trees available to plant to commemorate the event. There may also be funds available for street parties.  
9.    Any other business:  Planning permission is being sought for a solar farm to the area by the Cotton and West Burton Solar project.  The proposed area will be in close proximity to Ingham, Fillingham and Sturton.  The parish has requested that interested parties contact the project directly at www.cottamsolar.co.uk. and www.westburtonsolar.co.uk.  Fillingham Parish Meeting will be registered as interested party.  A parishioner’s family have requested that they donate a bench to be installed on the village green to commemorate their family member, this was agreed unanimously.  An estimate of £780 to repair the damage to the stone wall on the High Street has been received and a further quote will be requested.  Volunteers to assist with the Christmas market on 20th November were requested.  Donations of cakes and crafted items are also welcome.  A donation of tulip bulbs has also been made. A parishioner has asked for Margaret to clarify the colour of the curb stones with the builders of the new houses as they are grey.  The Apple day event will be on.16th October
