NOTES FROM FILLINGHAM PARISH MEETING

Monday 2nd March 2020 @ 7.30pm

1. In Attendance: Margaret O’Grady (Chair), Peter O’Grady (Vice-chair), Glenn Cargill (RFO), Vicky Cargill (ARFO), Dawn Greetham (Clerk) and six parishioners.

2. Apologies for Absence: PCSO Julie McFaul, Cllr Roger Pattison, Sarah Overton.

3. Notices of Interest: None

4. Minutes for Approval (meeting 3rd February): The minutes were unanimously approved and signed.

5. Matters Arising:

Village Hall: Funding from the National Lottery Community Fund for the replacement of the windows to the village hall to the sum of £9,216 has been granted. Thanks were expressed to Margaret and Peter for their hard work to obtain the funding. The conservation consent for the replacement of the windows is still ongoing. It was agreed that the Parish will continue to seek grants. Glenn will contact the agreed contractor to obtain an up-to-date quote.

6. Reports:

i. Police: 19.2.20 - Theft of garden ornaments from High Street. Police are making enquiries due to a suspicious vehicle that was seen in the area.

ii. Finance: Report on accounts. An old Village Hall account has successfully been closed with signatures of previous committee members and the funds contained there (including from the May election 2019) have now been transferred into the current Village hall account to the sum of £397.66.

iii. Village Hall: There are ongoing problems with the boiler. British Gas have attended and are to return this week. It was agreed unanimously that, subject to the result of the British Gas engineer’s report this week, the Parish officers be given authority to investigate the purchase of a new boiler.

iv. Playground:

  • Dips in the goalmouth are now filled. Thanks were expressed to Callum, Peter and Glenn for their hard work.
  • Bird fouling to the swing area is again present.
  • Algae on the roundabout has been cleared.

7. Correspondence: No correspondence has been received.

8. Parish/District/County Matters:

Two applications for the removal of trees have been received within the conservation area. One for the removal of trees at the entry to Rectory Lea and another to a house on the High Street.

Concerns were expressed regarding the function of a conservation area with so many trees being removed. Margaret to check with council and clarify.

The church wardens have requested that the “Spring Clean” this year include the church and the churchyard, this was agreed along with an overall litter pick on 25th April.

Dawn has agreed to be named on the general premises license.

The Parish meeting website will need to be updated as part of an update of council service providers.

9. Any other business:

  • The deviation sign on the bend of the High Street has still not been replaced (fault 4145025).
  • The pumping station flooded during recent bad weather but has now been cleared.
  • A parishioner expressed concern that the gate on the bridge is difficult to close and has reported it to the Rights of Way department of Highways (ref. 8102).
  • The parish magazine has been delayed due to problems with printing.
  • A briefing paper summarizing issues relating to land registry and trustees for parish property, as well as possible charitable status for the village hall was outlined by Glenn. It was agreed that Glenn continue to search for supporting documentation and that Judith, Glenn and Peter explore the benefits / overheads of registering as a charity.
