NOTES FROM FILLINGHAM PARISH MEETING Thursday 27th August 2020 at 7.30pm
Meeting held via Zoom to comply with Covid-19 restrictions
1. In Attendance: Margaret O’Grady (chair), Peter O’Grady (vice-Chair), Glenn Cargill (RFO), Vicky Cargill (ARFO), Dawn Greetham (clerk) and two further parishioners.
2. Apologies for Absence: Sarah Deacon, Alison & Alan Baldwin.
3. Notices of Interest: None.
4. Annual Governance & Accountability Return (AGAR)
i. The purpose of this ad-hoc meeting was to meet the statutory dates for the AGAR. The required dates for 2020 have been revised owing to the COVID-19 situation. This has been further delayed by an omission in the emergency legislation allowing Parish Meetings to be held by video conference (now corrected).
ii.The findings of the internal audit were presented to the Parish Meeting, which showed all formal documents in date, all expenditure properly evidenced, and all balances accounted for. Some minor improvements and observations were suggested and will be addressed in the coming months. Thanks were given to Ray Greetham and Peter O’Grady for their work on the audit, as well as to Glenn Cargill for his preparation for the audit.
iii.The Annual Governance Statement was presented to the Parish Meeting and approved unanimously.
iv.The Accounting Statement for 2019-20 was presented to the Parish Meeting and approved unanimously.
v. The “Exemption Certificate” was presented to the Parish Meeting ahead of being formally returned to the auditing authority, and approved unanimously.
vi.The period for exercise of public scrutiny for the Parish Meeting accounts has been notified and will run from 01st September to 12th October 2020.
5. Village Hall Update:
i. Village Hall windows / fund raising: A further grant has been secured from West Lindsay District Council for £10,000. This means that in conjunction with other grants and fund raising we have sufficient funds to replace the windows. Prices being revised and final drawings being updated for approval.
ii.Owing to the continuing situation with COVID-19 the village hall will remain closed for the time being. This position will be kept under review at subsequent Parish Meetings, but we will continue with no events for the time being.
6. Any other business:
- The Parish Meeting was given the go-ahead to explore a paid Zoom account for future meetings as the current free account only permits time-limited meetings.
