FILLINGHAM PARISH MEETING MINUTES
1 December 2025

1.    WELCOME 
The Chair welcomed people to the meeting and took apologies. 
Present: Margaret O’Grady Chair, Peter O’Grady Vice Chair, Judith Russell – Clerk, 
In Attendance Cllr Patterson, Miriam Whitelegg, Callum O’Grady
Apologies: William Rose, Glenn Cargill, Vicky Cargill, Gary Whitelegg, Yvonne & David Sunderland, Allison and Alan Baldwin.

2.    NOTICE OF INTEREST 
None were reported 
3.    MINUTES OF THE LAST MEETING   
The minutes of the last meeting were approved as a correct record.  
4.    MATTERS ARISING NOT ON THE AGENDA  
•    Margaret reported the completion of the village accessibility audit which had been sent off to the LCC Highways Department. Highways have been out to review the area and the issues raised. The encroachment of hedges on the footpaths was noted and the issues with regard to the adverse road camber at Ridge View.
•    Potholes have also been noted.
5.    REPORTS 
Finance Report 
•    Income - Money from events have been paid in so the account is looking quite healthy.
•    The Precept - Documentation was entered in October. The final documentation for the Precept  sum of £6,615.91 will be submitted ahead of the deadline.
•    Playground inspection – Nothing heard back from the company booked for inspection.
Village Review
•    Village survey – Vicky Cargill sent in the update. Over 70% response rate and the analysis is currently underway. The outcome will be shared at the meeting on 9 March.
•    Financial plan – The structure for the plan is being revised.
•    Fundraising group - investigating charitable status options and possible sources of funding.
•    Village Hall Booking system - A review of available software will be undertaken and the outcome will be reported in February.
6.     CORRESPONDENCE . 
           None.
7.     PARISH, DISTRICT, COUNTY MATTERS 
7a. Parish Matters.
Streetlights – Street light 004 on High Street (ref: 2862631) and the one on the B1398 at the junction into Fillingham (2862632) have been reported as faulty to LCC.
Bus Shelter – The need for a shelter on the north bound direction has been raised by a resident. Enquiries have been made by the resident with both Stagecoach and Highways and they have been told to refer this to the Parish Council (meeting). This will be looked into further.
Speeding – Concern was expressed re speeding at the bend in High Street where the road narrows and across the top road with speeds of 70+ miles per hour have been witnessed. Question raised about the loan of a speed camera. Margaret will speak with the Road Safety Partnership.
7b. District Matters 
Local Government – Cllr Patterson reported that there are a number of options being discussed with respect to local government reorganisation. The future is unclear however there will be public consultations on proposals.

Community Coffee Morning - No meeting in January, with the next meeting on Friday 6 February   11.00 am to 1.00pm.
