FILLINGHAM PARISH MEETING MINUTES
Monday 3 November 2025
1. WELCOME
The Chair welcomed people to the meeting and took apologies.

2. NOTICE OF INTEREST
None were reported
3. MINUTES OF THE LAST MEETING
The minutes of the last meeting were p approved as a correct record.
MATTERS ARISING NOT ON THE AGENDA
• Margaret reported the completion of accessibility audit with critical areas identified. And thanked those involved in writing it. Margaret will insert photos into the report and send the report to Highways.
• Margaret confirmed that the installation of the streetlight on High Street (003) is completed (ref 2832420).
4. REPORTS
Finance Report
Glenn reported that the financial position remains stable and that it had been a good month. After the discussions in October, the precept for 2026-27 was confirmed at £6,615.9. The precept estimate form will be returned to WLDC by the deadline of 21 November 2025.
Playground – The annual inspection has been requested from Wickstead, with a fee of £150.
Sub Committee updates. Finance group progressing with village hall legal status review.
• Funding group investigating charitable status options and possible sources of grants.
• Communications group reported that approximately half the surveys have been completed. A deadline of 9 November has been set.

7. PARISH, DISTRICT, COUNTY MATTERS
7a. Parish Matters.
• Peter gave an update on the Solar Farm development.
7b. District Matters
Cllr Patterson confirmed that at the current time there was little to update on the RAF Scampton development and local government reorganization.
7c. County Matters – No report available
8. AOB
Thanks were expressed to Mr N Hall, for once again placing poppies around the village to mark Remembrance Day.
Community Coffee Morning Pricing Structure - Agreement on £2.50 for soup and roll, £1 for tea, £1.50 for cake. Printed price list to be published.
Christmas tree event – It was agreed to proceed with the event in traditional format. Gary will meet with Margaret to be shown the wiring up process for the tree.
Village hall bookings - Sarah Deacon has advised the meeting that she will be stepping down as Village Hall bookings clerk next year. The purchase of an online booking system with options ranging from £120-185 per year to be considered.
It was agreed to discuss handover process for retiring Parish Meeting officers by February.
