FILLINGHAM PARISH MEETING MINUTES
Monday 3 February 2025

The Chair welcomed people to the meeting and took apologies.
2. NOTICE OF INTEREST
None Reported
3. MINUTES OF THE LAST MEETING
The minutes of the last meeting were approved as a correct record.
4. MATTERS ARISING NOT ON THE AGENDA
Drainage and Floods – Further flooding was reported on “fix my street” in January and subsequently marked as resolved by LCC. This was queried by MO’G when the remedial work has not been completed. Following clarification, this was intended to mean that the issue was already known about. We are still awaiting feedback on availability of contractors, but this is being monitored by Highways at LCC and MO’G.
Drop curbs – no progress.
Bus stop at the Heritage Centre – No further information received.
Final claim for the Precept 2025-26 has been submitted.
REPORTS
Finance Report
Utilities have been paid, and electrician’s invoices have been paid due to the damage from the water leak, pending reimbursement from insurance.
6. CORRESPONDENCE
No correspondence has been received during the last period.
7. PARISH, DISTRICT, COUNTY MATTERS
7a. Parish Matters.
The Village Hall boiler failed between Christmas and New Year, and before it could be repaired, a cold spell froze the water inlet pipe, which then caused a leak above the kitchen. Insurance company was contacted and provided the go-ahead for making the electricity sockets safe, replacing lights, hand direr and smoke detector. Various other kitchen items will need replacing and quotes will be submitted to the insurance for this and redecorating. There is a £250 excess on the insurance, which will not cover the leak itself or the initial issue with the boiler, which was a pressure loss owing to a pipework leak in the south/west corner of the hall.
Water leak and heating repaired. Further redecorating required, but hall now back available for use (pending a new cooker). It was also found that in addition to the smoke alarms damaged by the leak, the remaining alarms were due to go out of date shortly, all were replaced along with the electrical work in the kitchen.
To expedite work given the urgent situation to make safe and re-establish heat to the building, the suppliers were chosen for plumbing and electrical works based upon the Parish’s last competitively priced work. Quotes will be sought for lower priority work to cover painting the kitchen and replacement of appliances.
Village hall water ingress / damp walls. This is unrelated to the water supply leak or central heating issues. The corners of the south end wall are damp and in need of repair, one quote has been obtained so far.
In January, the defibrillator and cabinet were found to be faulty. The cabinet has been replaced, and a defibrillator has been provided on loan by WLDC on a temporary basis, until a new one is purchased. A donation has been received to fund a replacement Defibrillator. Grateful thanks were expressed at the meeting, to John and Gwen Eastwood, colleagues and friends of John. The meeting discussed whether the new defibrillator should have children’s pads as this is not standard issue, it was agreed that we felt there was a need to have this. MO’G to contact WLDC to confirm.
Discussion took place as to the benefits of holding some general first aid training in the village. To be investigated.
Dog fouling, there has been an increase in the amount of dog waste left around the village again. WLDC has been approached for advice and help in this matter. A leaflet drop is to be done again in the village advising of the requirement to pick up dog waste.
7b District Matters
Cllr Patterson reported that - Mayoral Authority election due in summer, with review of authority structures being considered which may result in a unitary authority and the removal of the two-tier district / county system.
RAF Scampton, work ongoing in the background to restore the site following preparations for housing migrants, this is believed to be complete by the end of the year.
Solar Representations – Tillbridge solar hearings were held in January, with written submissions deadline 4 being 28 January and the examination process due to complete in April, before being passed to the Secretary of State for a decision. Provisional week for any further hearings 3rd March [Note: post meeting it was confirmed there are no further hearings]. 3 schemes have been approved – most recently the Gate Burton scheme in January 2025.
County Matters – No report available

The road sweeper from WLDC attended the village in November.
Firestop check was completed on the village hall 9 January, a new fire extinguisher was fitted in the kitchen and some new signs have been purchased to comply with updated guidelines. (yet to be fitted because of the damage to the VH).
Register of jobs done around the village, including clearing dykes and drains in the village is being kept up to date as tasks are done
