         FILLINGHAM PARISH MEETING MINUTES
2 September 2024

ATTENDANCE

In Attendance: Cllr Buitroid and two parishioners

1.    WELCOME
The Chair welcomed people to the meeting and took apologies.
2.    NOTICE OF INTEREST
None Reported
3.    MINUTES OF THE LAST MEETING  
The minutes of the last meeting were approved as a correct record. 
4.    MATTERS ARISING NOT ON THE AGENDA 
Drainage and Floods – Lincolnshire County Council have now completed the jetting out of the waterway/drains. It was a comprehensive and thorough job. The work with respect to water pooling at the bottom of the village and by Ridge View should reduce the problems along with the level of the lake will be monitored. A full report from LCC will follow. 
Playground – The annual inspection due September/ October has been delayed due to unforeseen circumstances.
Village Hall Windows – The windows, inside and out, and the fascia board has been painted. There was a problem with the putty as a result the surface is uneven.  Some rot was identified on the facia boards. This has been filled and painted for the short term. A quote for painting the inside of the building has been requested.

5    REPORTS
Finance Report
Glenn (RFO) reported the following information.
Outgoings:
Parish Account – Annual insurance paid
Income:
Village Hall account – Repayment of the overpayment of £500 on utilities has been received

6.    CORRESPONDENCE
No correspondence has been received during the last period.

7.    PARISH, DISTRICT, COUNTY MATTERS
7a. Parish Matters.
Annual music licence - Quote came in at £250 (only two events were relevant last year).
Accessibility around the village. - The matter of dropped kerbs for mobility scooters and pushchairs has been raised by residents. Senior highways official indicated that some provision might not be feasible, e.g. blind crossing point, hedge restriction cost. Following discussion about what can be done it was agreed that this should be followed as it is important for social and health and safety reasons that all residents can get out and about in the village without barriers.
 Health and safety - A hornets nest found in the village hall has been dealt professionally at no charge.
7b District Matters
Scampton – An announcement is due in September. The camp at the main gate has now been cleared.
Solar Representations – The general election has slowed down the announcements on this.  However, Gate Burton scheme has been approved along with others in the south of the County. Peter explained that Cottam scheme will be announced soon and West Burton is likely to be out before Christmas. Tillbridge Scheme (the Glentham to Gainsborough scheme) will be in the examination process in October.
7c County Matters –The 2025 -2026 budget settlement for LCC from Government is awaited with concerns in respect to funding for adult care and transport for schools

 Next meeting - The agenda for October meeting will include the annual budget and the Precept.
Playground – Report on the regular monthly inspection of the playground identified overhanging branches which have now been trimmed back. The equipment will need to be cleaned before the annual inspection
