FILLINGHAM PARISH MEETING MINUTES

AGM
The AGM was held prior to the May meeting and the following were voted into office:

PARISH MEETING
1. WELCOME
The Chair welcomed people to the meeting and took apologies.
2. NOTICE OF INTEREST
None Reported
3. MINUTES OF THE LAST MEETING
The minutes of the last meeting were approved as a correct record.
4. MATTERS ARISING NOT ON THE AGENDA
Drainage and Floods – The work is in the system and all drains, gullies, outlets and linings will be investigated using a camera.
Playground – The parts for the swing have been ordered and the deposit paid. Work is planned for Week commencing 3 June.
Road repairs on High Street – during recent road works a plugged drainage pipe was discovered, possibly left by builders. This has been removed and water is now draining away.
Traffic Issues – Traffic issues on High Street and Willingham Road have been reported. LCC ref no for which is No 4191238
5 REPORTS
Finance Report
Glenn (RFO) reported the following:
• The accounts are in a healthy state with £378 received in interest over the last year.
• Village Hall income includes £146 in bookings and £250 for use of the hall for elections.
Parish Meeting outgoings include the payment for the new boiler.
• The internal audit has now been completed and the accounts for the last financial year have been signed off in readiness for the annual return.
6. CORRESPONDENCE
No correspondence received in the past month.
7. PARISH, DISTRICT, COUNTY MATTERS
7a. Parish Matters.
Parish Trust Update – The solicitor is not returning calls regarding the matters with the Land Registry. This is a longstanding issue and if not resolved may mean approaching the Solicitors Regulatory Authority with a complaint.
Solar – Three schemes, Gate Burton, Cottam and West Burton are with the Examining Authority. Reports will be written in the next 4 weeks. The Tillbridge Scheme is moving into the formal process and was accepted by the inspectors on 8 May. People can now register their interest. It is likely to be 1-3 months before information is available from the inspectors. Hearings are likely to be in August/September. A meeting of the 7,000 Acres Campaign Group is being held on 15 May at Glentworth Village Hall.
Broadband – One installation is planned for the new properties on Rectory Lea. More information should be available online about the options and opportunities.
7b District Matters
Scampton – West Lindsey District Council are negotiating a way forward.
7c County Matters
Traffic on Willingham Road - In response to the issues raised by both parish meetings, of traffic on the narrow road between Fillingham and Willingham, Cllr Butroid is following up the possibility of passing places being installed. He also reported that a new process of jet packing holes, strengthening the edges of roads and re-texturizing the surface is being trialled on the top road.
8. AOB
Village Hall– Ants are getting into the village hall. Treatment is being administered. Progress on the status of the village hall as a separate entity with possible change of legal status is under consideration. This would enable funding bids to be made to Charitable trusts and foundations.
Small Paddock on Rectory Lea – A small flock of sheep has been moved into the paddock. Any issues could be reported to Rose Farms. (Further to the meeting – a telephone number is available on the gate for the owner; contact should be made to them – Toby 07951 571980)
