FILLINGHAM PARISH MEETING MINUTES
July 1 2024

ATTENDANCE
Present: Margaret O’Grady (Chair), Peter O’Grady (Vice Chair), Judith Russell (Clerk), Glenn Cargill RFO
In Attendance: Cllr Patterson and two parishioners

1.    WELCOME
The Chair welcomed people to the meeting and took apologies.
2.    NOTICE OF INTEREST
None Reported
3.    MINUTES OF THE LAST MEETING  
The minutes of the last meeting were approved as a correct record. 
4.    MATTERS ARISING NOT ON THE AGENDA 
Drainage and Floods – Lincolnshire County Council attended on 24 June to assess the situation with the drains and associated flooding.  The initial feedback was that there appears to be a blockage or a collapse in the drain associated with the dyke on Willingham Road. They also assessed High Street and Chapel Lane. We are waiting to hear when the work will be done.
Playground – The work to replace the chain and bolts on the swing was completed on 9 June and the bill has been paid. 
Road sweeper – The roads in the village cleaned on 11 June, Rectory Lea not cleaned on this occasion.
Parish Trust Update – The Land Registry have been 18 months in replying to the Parish Trust. Finally, the two places that needed filling due to individuals leaving the village has been completed. The new trustees are Alan Baldwin and Zoe Rampley. The Land Registry Title number is LL278667
Village Hall Windows – The windows, inside and out, and the fascia board will be painted in the week beginning 19 August.
AGAR - It was confirmed that the required documents have now been submitted.

5    REPORTS
Finance Report
Glenn (RFO) reported the following information.
Outgoings: Parish
•    The grass has been cut twice in the last period. 
•    The solicitors’ fees for handling the Land Registry changes have been paid.
Outgoings: Village Hall
•    Playground repairs also undertaken and paid. 
Approval for annual payments to be made as follows:
•    Insurance tied into a three-year contract – approved £983.37
•    Playground annual inspection, the Wickstead quote of £150 approved
Income:
•    Steady regular income from the home school group.

6.    CORRESPONDENCE
No correspondence has been received during the last period.
7.    PARISH, DISTRICT, COUNTY MATTERS
7a. Parish Matters.
Parish – The issues of replacement trustees for the Parish Trust has now been resolved. (See matters arising above) and the playground annual inspection booked (See finance above).
7b District Matters
Scampton – No update available.
Solar Representations – The Tillbridge Solar Scheme is now open for discussion and registration as an interested party has been made. The scheme is open for comment until August 1. Peter will send a link for registering which means those registered may speak at the hearing. Peter and Margaret O’Grady will undertake the representation along with 17 other parishes who are working alongside. Other Schemes are still with the inspectors.  A further two schemes on the other side on the River Trent are being put forward
