FILLINGHAM PARISH MEETING MINUTES
3rd June 2024


ATTENDANCE

Present: Margaret O’Grady (Chair), Peter O’Grady (Vice Chair),
In Attendance: Cllr Patterson and three parishioners
Apologies: Judith Russell (Clerk), Glenn Cargill (RFO).

1.    WELCOME
The Chair welcomed people to the meeting and took apologies.

2.    NOTICE OF INTEREST
None reported.

3.    MINTUES OF THE LAST MEETING
Minutes for approval of meeting dated 13 May.

4.    Matters arising from those minutes not covered elsewhere in the meeting:
I.    Drainage/Flooding – LCC Highways are beginning investigations on the 24 June.
II.    Playground maintenance – swing, matting and secondary attachment to be fitted on Wednesday 09/06.
III.    Road Sweeper – no reply as of yet.
IV.    Traffic concerns Willingham Road/village LCC ref number 4191238, no reply as of yet.

5.    Reports: 
i.    Finance: Reports on accounts; Grass cutting invoice paid. Village hall account has paid utility bills for the month.
ii.    The completed 2023/24 Annual Governance & Accountability Return (AGAR) were presented to the meeting.
5.ii (a) The Exemption Certificate was presented to the meeting in readiness for the return to the Auditing Authority. This was approved unanimously.
5.ii (b) The Annual Governance Statement were submitted and approved. 
5.ii (c) The Accounting Statements for 2023/24 were submitted and approved.
5.ii (d) The annual accounts were audited by AB and thanks were expressed for AB’s work on this and for the ongoing hard work of the RFO. 

The period for the Exercise of Public Rights agreed as Monday 10 June to Friday 19 July. Deadline for submission of AGAR Monday 1 July.

All documents will be made available on the Parish Website. 

6.    Correspondence:
Notification received that the Village Hall will be used as a polling station for the General Election on 4th July 2024.

7.    Parish/District/county matters:
I.    Solar Relevant Representations. Tillbridge Solar will shortly be open for residents to make their representations / register as an Interested Party for the upcoming examination. Dates / deadlines subject to the Applicant’s publication of details. To update at next meeting.
II.    Parish Trust update – no update.
III.    Broadband update – nothing further to action on this.
IV.    Scampton update.
Government has now decided it will not need the whole area of Scampton. Hangar 1 & Hangar 2 will be released for redevelopment to enable the continuation of investment. The balance of the site will remain available for asylum seekers; however, progress is paused pending the election.
V.    Playground – ropes on climbing frame are developing algae, volunteers to work on this once the weather improves.

8.    Any other business:
I.    Village Hall window Painting quotes. Following replacement of “blown” panes, 3 quotes received to paint windows & doors, inside and outside. Fascia boards, potentially also to be done. 3 quotes received and one quote selected to proceed.
II.    Valuation for Village Hall (for insurance purposes) Insurance for Parish due 17th July – tied in on long term agreement until 2026. However, the village hall has not been revalued for a number of years. MO’G is attempting to find someone to revalue the building.
III.    Anti-social behaviour – it has been reported to the Parish Meeting that anti-social behaviour is happening in a property in the village, with paint tins being emptied / spilled on two occasions within the garden and garage area. Please report any suspicious behaviour to the police.
IV.    80th D-Day commemorations – it was agreed at the meeting that the church bells would be rung at 6.30pm and a lamp lit at 9.15pm on 6th June in line with other commemorations around the country to mark the 80th anniversary of D-Day. This is to be posted on the Village Facebook page for people to attend.
