FILLINGHAM PARISH MEETING MINUTES
8 April 2024
ATTENDANCE

In Attendance: Cllr Patterson and six parishioners

1. WELCOME
The Chair welcomed people to the meeting and took apologies.
2. NOTICE OF INTEREST
None Reported
3. MINUTES OF THE LAST MEETING
The minutes of the last meeting were approved as a correct record.
4. MATTERS ARISING NOT ON THE AGENDA
Drainage and Floods – We are waiting for the drains to be jetted by LCC, to identify any issues. Anglian Water are also looking into the matter, and they now understand that the job is bigger than anticipated. The repair on the patch of ground causing a muddy area on High Street is planned for 12 April.
Playground – The annual inspection report highlighted damage to the rubber matting under the swing. In addition to supplying and installing a new mat, there is also a need for a secondary support kit of chain and bolts on the swing, to comply with new safety measures. It was agreed to combine the two jobs and a revised quote for the secondary support kit was obtained at £450.31. It was proposed by Margaret and seconded by Andrew and unanimously agreed to combine the two jobs and a revised quote of £919.91 was accepted.
Road sweeper – Still no response. This will be chased up by Cllr Patterson
Traffic Issues – Traffic issues on High Street and Willingham Road have been reported. LCC ref No: 4191238
Village Hall Boiler - a grant of £4,000 towards the cost of replacement has been received. It was agreed to go ahead with the order of a new boiler.
5 REPORTS
Finance Report
Glenn (RFO) reported the following:
• The accounts are in a healthy state.
• Annual Governance and Accountability Returns (AGAR) for 2023-24 financial year now due, with timescale as follows: Internal audit of accounts to be available for the AGM 13 May, with meeting on 3 June to consider internal audit and approve statements. Exercise of public rights agreed for the period Monday 10 June to Friday 19 July 2024. Deadline for submission of AGAR is currently Monday 1/07/2024.
• Village Hall - The utility bills are on monthly direct debit. The outstanding refund is still being chased. Lettings are currently under review.

7. PARISH, DISTRICT, COUNTY MATTERS
7a. Parish Matters.
Solar schemes – summary of status:
• Gate Burton & Cottam schemes, Examination now closed, both are at the “Recommendation” stage, where the Examining Authority has 3 months to make produce a recommendation report and send it to the Secretary of State.
• West Burton – the examination phase closes on 8th May, which is the final date by which to make any written representations.
• Tillbridge – Following consultation by post – this is about to move to the pre-examination phase, which will allow people to register as an Interested Party to participate in hearings and make written submissions.
The Applicants have been asked by the Examining Authority (and others) to provide more material to illustrate the combined impact of the 4 schemes currently within the NSIP process, and have produced a Google Earth video. Parish Trust Update – The Chair is still trying to get the Land Registry information on the green area and will continue to pursue this.
Broadband – Openreach are chasing a few individuals who had pledged to take up the Fibre Broadband option but have not yet done so. If anyone has not yet taken this up, please contact your Broadband provider to do so, or contact the Parish Meeting to let us know you are no longer interested.
7b District Matters
7c. Scampton – A brief update on the progress of the site was provided, as well as feedback from National Audit Office findings. Discussions continue between Government departments and local councils.
AOB
Windows – All outstanding repairs have been completed but more panes of glass have blown. The warranty will cover this but should consider what action is needed when this runs out. The window frames need painting. Chair to obtain quotes.
RAF Ingham - The RAF Ingham site will open on the weekend of 13/14 April.
Traffic – - William raised the issue of traffic and the mess made by vehicles pulling onto the verge on the Willingham Road and asked if anything can be done as the verges are very soft and a hazard for heavy vehicles. However, LCC have been contacted for consideration of possible solutions -in this contact it was made clear that we do not have any issues with local business going about their daily work. DATE OF NEXT MEETING – Due to Bank Holidays the next Parish Meeting, the AGM, will be on Monday 13 May at 7.30pm and the June meeting will be on the 1 June.
