FILLINGHAM PARISH MEETING MINUTES
4 November 2024

ATTENDANCE
Present: Margaret O’Grady (Chair), Peter O’Grady (Vice Chair)
In Attendance: Four parishioners
Apologies:  Cllr Butroid, Glenn Cargill, Gary and Miriam Whitelegg.

1.    WELCOME
The Chair welcomed people to the meeting and took apologies.
2.    NOTICE OF INTEREST
None Reported
3.    MINUTES OF THE LAST MEETING  
The minutes of the last meeting were approved as a correct record. 
4.    MATTERS ARISING NOT ON THE AGENDA 
Drainage and Floods – We are still awaiting the drainage report from Lincolnshire County Council. Cllr Butroid has informed the meeting that there is now a plan being discussed which includes our repairs.
Playground – The annual inspection due September/ October is still pending.
RAF Ingham Centre – The request for a bus stop on either side of the road outside the complex, has been raised through Cllr Butroid. 

5    REPORTS
Finance Report
Glenn (RFO) sent a report that finances remain good.

6.    CORRESPONDENCE
No correspondence has been received during the last period.

7.    PARISH, DISTRICT, COUNTY MATTERS
7a. Parish Matters.
After the discussions from last month for the forthcoming budget proposal for the precept for 2025/26 financial year, Glenn provided proposed figures for the meeting, one for a 3% increase at £6181 and one for a 12% increase at £6739.  After discussion at the meeting, it was agreed that a 5% increase would be a would be a reasonable figure, balancing the anticipated demands on expenditure and wider cost pressures faced by people in the village.. The precept for 2025/26 was agreed at £6302 was then proposed and agreed upon unanimously. The precept estimate form will be returned to West Lindsey District Council by the deadline of 22 November 2024.
Rose farms have been approached for a donation of a Christmas tree for the village green for our annual event on Sunday 1 December. They have once again supported this. Thanks were expressed.
7b District Matters
Solar Representations – Margaret O’Grady attended the Tillbridge Open hearing. Representation will be continued throughout the process. 
AOB 
Mr N. Hall, has once again put poppies around the village to mark Remembrance Day, thanks were expressed to him for this.
Mrs Hepburn, requested permission for a shrub to be added to the green near the planters in memory of Greta Norgard.  The meeting unanimously approved this.
