FILLINGHAM PARISH MEETING MINUTES
7 October 2024
ATTENDANCE

1. WELCOME
The Chair welcomed people to the meeting and took apologies.
2. NOTICE OF INTEREST
None Reported
3. MINUTES OF THE LAST MEETING
The minutes of the last meeting were approved as a correct record.
4. MATTERS ARISING NOT ON THE AGENDA
Drainage and Floods – We are still awaiting the drainage report from Lincolnshire County Council. There was however no flooding during the recent heavy rain. There are variable approaches by local farmers to the maintenance of dykes. There is a legal requirement for maintenance work to be undertaken. Ideally the work should be undertaken twice a year. It was agreed that we have made good progress and that LCC should be asked to write to those who are not meeting their obligations.
Playground – The annual inspection due September/ October has been delayed due to unforeseen circumstances.
Music Licence for the village hall – due to the high cost of the music licence in relation to the use of music it was unanimously agreed not to register this year. (In 2023 there were only two events where music was used.)

Finance Report
Glenn (RFO) reported that finances remain good.
6. CORRESPONDENCE
No correspondence has been received during the last period.
7. PARISH, DISTRICT, COUNTY MATTERS
7a. Parish Matters.
It was reported that we are approaching the time of year when we start setting up the budgets for the coming financial year. There are a number of issues that will require consideration. The budget for grounds maintenance including the upkeep of the churchyard, the upkeep on the village hall, need careful planning.
The consideration of setting up charitable foundation for the village was discussed and it was noted that there are still some outstanding legal issues to be addressed before that can be taken further. It was agreed to support the cutting of the church grass fir the 2025/26 year.
7b District Matters
Scampton – Cllr Patterson confirmed that the decommissioning process has started but otherwise there is not much going on. He also mentioned the issue of schools and their catchment areas and confirmed that the William Farr School does automatically include Fillingham.
Solar Representations – It was reported that the hearings for the Tillbridge Scheme were taking place at Gainsborough Golf Club on 15/16 October. Margaret O’Grady will be attending. A concern was raised about the apparent lack of accountability of the companies involved in that they have ‘addressed’ but not answered the questions raised and their response is not necessarily relevant to the issues.
AOB
RAF Ingham Centre – The centre is asking for a bus stop on either side of the road outside the complex. They have confirmed that they can apply for accesses funding but cannot themselves apply. The Parish meeting have been asked to set the process up for them. This was agreed.
DATE OF NEXT MEETING – 4 November - The agenda for November meeting will include the annual budget and the Precept.
