NOTES FROM FILLINGHAM PARISH MEETING
Monday 7th February 2022 at Fillingham Village Hall

1.    In Attendance:  Margaret O’Grady (Chair), Peter O’Grady (Vice-Chair), Cllr Richard Butroid, Cllr Roger Patterson, Dawn Greetham (Clerk) and five parishioners.
2.    Apologies for absence:  PCSO Julie McFaul, Glenn and Vicky Cargill, Judith Russel, Peri Hepburn, Alison Baldwin.
3.    Declarations of Interest:  None.
4.    Minutes of the last meeting:  6th December 2021 - unanimously approved and signed.
5.    Matters arising from the minutes not covered elsewhere in the meeting:  None.

6.    Reports:  
•    Police:  Damage to dog waste bin and road signs being turned around on Willingham Road. This has been reported and police will be carrying out passing checks.
•    Finance:  The parish has joined the defibrillator monthly scheme, with West Lindsey District Council, as agreed and the first monthly payment of £25 has been made.  Invoices for gas/electricity and PAT testing were paid.  Awaiting Firestop invoice for extinguisher checks. A Covid grant for village halls has also been applied for.  Alan Baldwin was appointed to carry out the Internal Audit for 2021/22 financial year.  This was proposed by Margaret and seconded unanimously.
•    Village Hall:  The external annual playground inspection has been carried out and the report has now been received, there are a few minor actions to discuss.  Electrical appliances have been PAT tested and Firestop have inspected the extinguishers.  The guttering to the hall is still awaiting repair.


7.    Correspondence:  Planning application no. 144278 5 Rectory Lea has been submitted to the Parish Meeting – no response is to be made.  


8.    Parish/District/County matters:  
I.    Parish Trust update:  No update at present.
II.    Broadband update:  The parish has been contacted and a price is “close”.  Cllr Butroid suggested a meeting with Openreach. 
III.    Bench in memory of Joyce Slater:  Awaiting decision re. position of bench.
IV.    Solar Farm:  The parish has received a letter from the Planning Inspectorate with link to the website.  The extensive document requires feedback on “Scoping Opinion”, i.e. what should be considered within the Environmental Statement (ES) for the project.  There followed a conversation regarding the proposed site.  Both Cllr Butroid and Cllr Pattison informed the meeting regarding Lincoln County Council and West Lindsey District Council’s position towards the proposed plans.  Cllr Butroid suggested contacting neighbouring villages to collectively feedback opinion.  The deadline for the Parish to provide any information that should be considered in the ES 25th February.
V.    Jubilee Celebrations - 3rd June:  A grant has been applied for from West Lindsey District Council.  Cllr Pattison suggested a heritage trail.  It is proposed that the village celebrate with a village fete or similar.


9.    Any other business:  Traffic is causing mud to be distributed to the pathway and onto the property at 28 High Street, which is also contributing to blocking the drain.  This has been reported to the Highways department reference no. 4168936 and 4168934.  Cllr Pattison informed the parish that the district council is functioning more or less normally now after COVID-19 restrictions.  Cllr Butroid told the meeting that Lincolnshire County Council is looking towards a more flexible working environment.  The county is looking towards a directly elected mayor in the future.  A parishioner asked about the repair to the wall on the High Street and suggested another quote for the repair.
