FILLINGHAM PARISH MEETING
MINUTES
3rd OCTOBER 2022

ATTENDANCE

1.    WELCOME
The Chair welcomed people to the meeting and took apologies.
2.    NOTICE OF INTEREST

3.    MINUTES OF THE LAST MEETING  
The minutes were approved as a correct record
4.    MATTERS ARISING NOT ON THE AGENDA 
Stone Wall on High Street – The Chair has made enquiries and was able to confirm that the stone wall would be re-instated as part on the building programme
5.    REPORTS
5a    Police report – PCSO Julie has investigated the allegation of speeding through the village and spoken to the staff working for contractor in the field behind Rectory Lea about their behaviour.
5b. Finance report – September
5c. Parish Account – No transactions
5d. Village Hall account - Utility bills of £88 paid to EDF Energy, £21.52 to Wave and £100 to West Lindsey for the defibrillator. The finance officer reported that wrt the predicted running costs of the village hall is not too bad at 10% for 6 months. However, when the price cap ends there could potentially be a rise of 180%. He reported that the current cost per hour is £2.81 and with the price cap this will rise to £3.06. There was a discussion about income from lettings and it was agreed that going forward there will be an increase of £1 per hour to £9 per hour.
There was a request for assistance with the cost of cutting the grass in the churchyard. It was agreed that the Parish would pay for the grass cutting for a further 12 months.
Margaret reported that she had received a second quote for the re-instatement of the stone wall around the village green. The quote was £120 + VAT as opposed to the first quote which was £700. It was agreed to proceed with the quote.
5e. Parish Trust Account – No transactions 
6.    VILLAGE HALL REPORT
6a. Playground – The monthly playground inspection has been completed and everything is in order.
6b. Replacement noticeboard – The Chair circulated designs and prices of two different noticeboards for consideration. She reported back that Men in Sheds can only supply a wooden noticeboard. Following discussion, it was agreed to purchase the metal noticeboard as it would be lower maintenance and last longer.


7.    CORRESPONDENCE
7a. Planning application 145583 – removal of garage to the side on Bethel on Chapel Lane to permit the addition of a side extension to the house – the Parish meeting had no comment to make.
7b. Planning application 145547 - Glebe Farm, Willingham Road – an application for a horse exercise Arena - the Parish meeting had no comment to make.
8.    PARISH, DISTRICT, COUNTY MATTERS
8a Parish 
Broadband – A letter was sent to Open Reach after the last meeting. A letter in response has simply confirmed that they will be in touch. However, it was reported that an operative has been in the village recently so an update may be due shortly.
Solar Farms update – Cllr Butroid reported that the West Burton Planning application is being dropped. There is still the issue of the grade of agricultural land is being contested. The Vice Chair reported on the outcome of the consultation which showed that 71% of residents were strongly opposed to the solar farm, 6% opposed, 4% neutral 6% support and 6% strongly support. Notice has been served that the newly announced Tillbridge Solar farm is going to national planning and that the consultation on these closes on 31 October. This now means that 10,000 acres of solar farms are proposed with only 25 acres of protection for biodiversity.
Flooding on High street - Cllr Butroid confirmed that a date for remedial work on the drains outside 28 High Street is still awaited.
