The Chair welcomed people to the meeting and took apologies.

  1. REPORTS

Police report - - One case reported By PCSO McFaul not in the public interest 

Precent – urgent item – The proposed 2023-2024 precept of £5,718.66 has been submitted to West Lindsey District Council and has been acknowledged. No further communication to date. It was unanimously agreed that we should submit the Final Claim for the precept at the proposed level of £5,718.66 for the January deadline.

  1. CORRESPONDENCE

Planning application – Planning Application 145759 for affixing the flue of a biomass boiler to the outer wall of an outbuilding at Manor Farm. Following discussion of the application it was agreed that the Parish Meeting had no issues to raise.

7,000 Acres Campaign – The Chair reported that the 33 parishes affected by the planned solar farm installations have been in communication and there has been agreement to co-ordinate the campaign in relation to the proposed large-scale installations in the area. The proposal for an extra-ordinary meeting to facilitate the Fillingham Parish solar response was agreed and is to take place in the village hall on 16 January 2023 at 7.30. An information leaflet has been produced.

  1. PARISH, DISTRICT, COUNTY MATTERS
  • District matters – Cllr Patterson raised an issue of a planning application presented to the WLDC panning committee. He also confirmed that both WLDC and Lincolnshire County Council are supporting the 7,000 Acres Campaign.

  • Parish Meeting minutes - A request had been received for the minutes of the Parish meeting displayed on the Parish noticeboard in a larger print size.
  • Playground signs – Only one sign currently in place and the other sign which is missing will be replaced.
  • Replacement light - Light demolished by a vehicle at Ridge View has now been replaced. It was reported that since installation the light has been permanently on.
  •  Consideration of a 20 mph speed limit - There was discussion about traffic speed and the narrow bend by the church and the right angle bend by the village hall and the issues of speeding vehicles travelling through the village.  The possibility of getting this stretch of the road designated a 20 mph speed limit for safety reasons was discussed.
