FILLINGHAM PARISH MEETING
MINUTES
6 March 2023

ATTENDANCE

1.    WELCOME
The Chair welcomed people to the meeting and took apologies.
2.    NOTICE OF INTEREST
None Reported
3.    MINUTES OF THE LAST MEETING  
The minutes of the last meeting (December 5, 2022) were approved as a correct record. The meeting scheduled for February was adjourned as it was not quorate. 
Minutes of the extraordinary meeting to discuss the response to the solar farm development were approved as a true record – proposed by Judith Russell and seconded by the Chair and agreed.
4.    MATTERS ARISING NOT ON THE AGENDA 
None
5.    REPORTS
Police report – No report from PCSO McFaul.
Village Hall – The playground was recently checked by Ray Greetham and there were no issues to report. The guttering has now been repaired. The defibrillator needs sealant to prevent water seeping into the unit. The purchase of the new noticeboard is underway.
6.    FINANCE
Glenn (RFO) reported that the finances remain healthy.
Village Hall Account – Income from the monthly coffee morning was £20. Expenditure included monthly direct debit for utilities with gas £158 and electric £67. Glenn reported that the accounts are in credit and there is likely to be a refund due. The current utilities contract expires in April and we will be shopping around for the new one. A smart meter to monitor usage and submit reading monthly has been installed.
Parish Meeting Account – One payment of £52.90 has been made which was the annual affiliation fee to the Lincolnshire Association.
7.    CORRESPONDENCE
Planning application - Glentworth are objecting to a planning application from iGas for drilling for gas near the village. The Glentworth Parish meeting are objecting to the installation on the grounds of noise, nuisance, inadequate and narrow roads in a poor state of repair, and the likely additional impact of the proposed solar farm development in the area plus the long-term damage to the environment. It was reported that Lincolnshire County Council are also against the development. Following discussion, it was agreed that we support Glentworth but would not submit a formal objection as given the location of the proposed installation it was felt unlikely that our views would be relevant.


8.    PARISH, DISTRICT, COUNTY MATTERS
•    Parish Matters. 
Broadband - There has been some activity in relation to the proposed installation of superfast broadband but despite email enquiries, no further information has been received.
Willingham Road – Several complaints have been received that surface damage is now causing damage to the underside of vehicles. The Chair has reported the problem to LCC Highways (13.12.22 via e-mail).
Street lights – The light by the village hall is not working. The Chair will report the problem to WLDC
Playground – The  warning sign has now been re-instated. 
Solar - 2 developments have now been accepted for examination by the Planning Inspectorate, Cottam Solar and Gate Burton. The Parish is working on its “Relevant Representation” feedback to the inspector. Residents also have the opportunity to provide their feedback at this stage. Information on how to provide feedback will be circulated to villagers and posted on the Village Hall Notice Board.

•    County Matters – None reported

9.    AOB
 Trust Fund – Work is still ongoing to remove old officers and register new officers. There are also Land Registry matters to be dealt with.

10.    DATE OF NEXT MEETING
Next parish meeting Monday 3 April at 7.30 pm

Events Diary Dates
7 May – Bank Holiday for the Coronation Of King Charles. The village fete to be held on this day instead of the usual date in August. Further details to be discussed at a later date.
7 April – Good Friday – Easter Event
13/14 May – Open Churches Event St Andrews Church Fillingham to be open with plant sale to help raise funds.
Dates for a vintage tea and apple day to be advised.
