FILLINGHAM PARISH MEETING
MINUTES
3 April 2023
ATTENDANCE

1. WELCOME & NOTICE OF INTEREST
The Chair welcomed people to the meeting and took apologies.
No notices of interest reported.
2. MINUTES OF THE LAST MEETING
The minutes of the last meeting (March 6, 2023) were approved as a correct record.
3. MATTERS ARISING NOT ON THE AGENDA
1. Trust fund – solicitors have been contacted and trustee transfer now appears to be progressing.
2. Street Light (05 High Street) repaired.
3. Solar – Fillingham Parish Meeting has submitted its relevant representation to the National Infrastructure Planning Inspectorate for Cottam Solar Project.
4. REPORTS
i. Police report – PCSO McFaul has advised the Meeting that due to changes in their duties the PSCO’s are no longer obliged to attend meetings or to provide an individual report to the meeting and that we can access the information ourselves.
ii. Finance:
Glenn (RFO) reported that the finances remain healthy.
Village Hall Account – Income from bookings £130.00. Expenditure included monthly direct debit for utilities with gas £100 and electric £50 and water of £60.26.
Parish Meeting Account –No transactions made.
Annual Governance and Accountability Returns (AGAR) for 2022-23 financial year now due, with timescale as follows: Internal audit of accounts to be available for the AGM 08/05, with meeting on 05/06 to approve statements. Exercise of public rights agreed for the period Monday 12/06 to Friday 21/07. Deadline for submission of AGAR is currently Monday 03/07/2023
iii. Village Hall – The tap in the kitchen is dripping.
5. CORRESPONDENCE – None that hasn’t been dealt with elsewhere in the meeting.
6. PARISH, DISTRICT, COUNTY MATTERS
i. Parish Matters.
Broadband - No further information has been received.
Grit Bin (corner of High Street and B1398) – Refilled on 14.3.23
Solar - The ‘Relevant Representation’ will be submitted for the Gate Burton project. Residents also have the opportunity to provide their feedback at this stage. Information on how to provide feedback has been circulated to villagers and posted on the Village Hall Notice Board.
Kerb Work – High Street – the work to instal a curb (near 28 High Street) is planned for June/July 2023. This will mean the road will be temporarily closed for safety (dates to be issued closer to the time). The Parish asks for patience for this essential work, as it takes a lot of negotiating to achieve.
ii. District matters – Cllr Patterson fed back information from a meeting regarding RAF Scampton being potentially used to hold migrants. The Councils (WL and LCC) are launching a judicial review in order to prevent this from happening.
The Call Connect bus has changed its times and there is a new contractor. Cllr Patterson would like to know if this is not working properly.
Lincolnshire Plan – Is now available to view on https://www.central-lincs.org.uk
Elections – 4 May 2023 – ID will be required at polling stations.
iii. County Matters – None reported

Village Hall Committee – will be re-instated at the AGM. If you would like to be part of that committee then please e-mail fillingham@hotmail.co.uk to express interest, or attend at the meeting.
8. DATE OF NEXT MEETING: Next parish meeting AGM Monday 8 May at 7.30 pm
Events & Diary Dates
7 May – Bank Holiday for the Coronation of King Charles. The village fete to be held on this day instead of the usual date in August.
13/14 May – Open Churches Event St Andrews Church Fillingham to be open with plant sale to help raise funds.
Dates for a vintage tea and apple day to be advised.
