FILLINGHAM PARISH MEETING
MINUTES
4 September 2023

ATTENDANCE

1.    WELCOME
The Chair welcomed people to the meeting and took apologies.
2.    NOTICE OF INTEREST
None Reported
3.    MINUTES OF THE LAST MEETING  
The minutes of the last meeting were approved as a correct record. 
4.    MATTERS ARISING NOT ON THE AGENDA 
The Boiler – Continuing issues with the boiler means that we need to exploring available grants to replace it.
Village Hall windows –This is in hand and will be reported at a future meeting.
Quotes for maintenance work in the village – quote received for the wall on Rectory Lea and the wall alongside the playground. The work is in progress.
5.    REPORTS
I.    FINANCE
Accounts - Glenn (RFO) reported (via the Chairperson) that the over payment with EDF has been refunded. 
Payments included grass cutting £270, utility bills £60.
AGAR documentation – confirmation that our submission has been accepted has been received.
Trust Fund account – The current rate of interest is poor. After discussion of the options put forward by the RFO, it was agreed that the Lloyds 32 days’ notice account with 2.5% interest was the best option. The chairperson to message the RFO with the decision.
II.    VILLAGE HALL REPORT 
The playground inspection and the music licence are in hand. The building is due the five-year installation inspection and this will be arranged. The defibrillator is in good working order.

6.    CORRESPONDENCE
Planning Application ref 147039 – Application for construction of a lunge pen and installation of a horse walker at Glebe Farm Barns on Willingham Road. No objections were raised.
7.    PARISH, DISTRICT, COUNTY MATTERS
7a. Parish Matters. 
Parish Trust – Still with the Land Registry
Solar Relevant Representations – Of the 4 proposed schemes, Gate Burton has been through the public consultation process, Cottam is scheduled the first week in September and Margaret O’Grady will speak on behalf of Fillingham Parish. West Burton is also scheduled for the first week in September.
Broadband – Cabling is nearly complete, and we are awaiting further information.

7b District matters – 
Scampton Airbase - Cllr Patteson gave an update on the use of the Scampton Airbase for the housing of migrants. He reported a meeting for Scampton residents was held. Fillingham parish has put in a letter of support to the Secretary of State. The judicial review is scheduled for 31 October/1 November.

Secondary school allocations – Cllr Patterson raised the issue of allocations to the De Aston School at Market Rasen and William Farr School at Welton and suggested that outcomes need to be monitored so and early challenge can be made.
7c. County Matters
Call Connect – Councillor Patterson reported that the Call Connect single journey fare will be rising from £2.00 to £2.50 in October.
