FILLINGHAM PARISH MEETING
MINUTES
5 June 2023

ATTENDANCE

1.    WELCOME
The Chair welcomed people to the meeting and took apologies.
2.    NOTICE OF INTEREST
None Reported
3.    MINUTES OF THE LAST MEETING  
The minutes of the last meeting were approved as a correct record. 
MATTERS ARISING NOT ON THE AGENDA 
The Boiler - The fault on the boiler has been fixed but another fault has been found.
Village Hall windows – There are now 21 blown panes of glass. Eastfield Joiners are coming out for a site meeting.
4.    REPORTS
Village Hall report 
•    An infestation of ants reported both inside and outside the hall. The Chair has cleaned inside and has put down ant killer.
•    Ray Greetham has been litter picking on the village green and he also reported dog poo on the grass. Cllr Patterson highlighted the Public Spaces Protection Order and confirmed that prosecutions will be made. It was agreed that we should publicise the issue and the consequences again to villagers.

5.    FINANCE
Accounts - Glenn (RFO) reported that the finances remain healthy. Invoices paid to Newells and Pipe Monkey for maintenance. 
Village Hall Account  - Utilities - We are still waiting for a refund of around £400 from EDF. Glenn will continue to chase this.
5.1 Annual Governance and Accounting Returns (AGAR) for the financial year 2022-2023:
5.1a Exemption Certificate states that we have met the requirements and regulations and assessed risk and the certificate to audit that we don’t spend in excess of £25,000 p.a. has been signed off.
5.1b The Annual Governance Statement were submitted and approved. 
5.1c The Accounting Statements for 2022/23 were submitted and approved.
5.1d The annual accounts were audited by AB and thanks were expressed for AB’s work on this and for the ongoing hard work of the RFO. 
The period for the Exercise of Public Rights agreed as Monday 12 June to Friday 21 July. Deadline for submission of AGAR Monday 3 July.
6.    CORRESPONDENCE
Planning application – Planning application ref 146556 regarding Manor Farm on High Street, a listed building consent for a new window opening in the place of a previously blocked up window in the stable block. No objections noted. Planning to be advised.
7.    PARISH, DISTRICT, COUNTY MATTERS
8a. Parish Matters. 
Solar Farms - Gate Burton scheme has now progressed to the Examination Stage of the planning process. Tillbridge Solar is now in local consultation ahead of the scheme being submitted to the Planning Inspector. There are now four Schemes progressing through the National Significant Infrastructure process. A fifth scheme, Stow Park Solar (Luminous Energy) has also been notified for consultation, although this is smaller and would be locally determined. 
Broadband – Openreach have started work but despite requesting an update, no further information has been received.
Kerb Work on High Street – the work to instal a Kerb (near 28 High Street) is planned for June/July 2023. This will mean the road will be temporarily closed for safety 26-30  June. It was agreed that an email should be sent out to villagers to inform them of this, and information put on the noticeboard and Facebook.

Grass area on Rectory Lea – The security fence has been removed and the grass has been cut by Messrs Rose, but no decision has yet been made on the use of the land. Thanks to Messrs Rose for tidying up the area.

8b District matters – Cllr Patteson gave an update on the use of the Scampton Airbase. He reported that  an injunction will be sought in court on 12 June. There will also be a Public Planning Meeting at the Epic Centre where the historic aspects of the site, listed monuments and buildings of historic interest will be raised.  Heritage issue have the support of LCC and Historic England.
