FILLINGHAM PARISH MEETING
MINUTES
2 October 2023

ATTENDANCE

1.    WELCOME
The Chair welcomed people to the meeting and took apologies.
2.    NOTICE OF INTEREST
None Reported
3.    MINUTES OF THE LAST MEETING  
The minutes of the last meeting were approved as a correct record. 
MATTERS ARISING NOT ON THE AGENDA 
Village Hall windows –Some have already been repaired but additional panes have had to be ordered to complete the work.
4.    REPORTS
VILLAGE HALL REPORT 
The five-year electrical condition survey on the village hall is due. Quotes for the work have been requested. So far only one quoted has been received at £150. It was agreed that in the absence of further quotes this should be accepted.
5.    FINANCE
Glenn (RFO) reported (via the Chairperson) the following:
Expenditure- Parish -Grass cutting £270, Utilities: Water £63.75, Gas £60.00, Electricity £60.00, plus £15.00.
Income – Fundraising £57.74 and village hall hire £40.00.
Parish precept – This will be on the agenda at the next meeting, but the Chair flagged up one or two issues to be considered. The request from the church that the parish consider continuation of funding the grass cutting in the churchyard. Glenn’s proposal is that we request a 3% increase in the precept.

6.    CORRESPONDENCE
Planning Application – An amendment to the planning application considered at the last meeting has been received. This is about a slight increase in the size of the rooflights to the rear elevation of 5 Chapel Road. It was agreed that there were no observations to register.
Review of Polling Districts - Letter and notice received from WLDC re review of polling districts and places to ensure reasonable facilities. The deadline for the review is 5 January 2024. For Fillingham the impact of this is not likely to change as the village hall is the only venue available.

PARISH, DISTRICT, COUNTY MATTERS
8a. Parish Matters.
Street lighting – No 1 light by Ridge View has been repaired and No 6 light has been reported as faulty.
Drains – The drainage system is not working as water is not running away. Highways have asked to check this.  Work ref 186518
Broadband – Fibre broadband has now been completed and everyone should have received an email. Villagers are advised to contact their contract service provider and a new router box will be provided along with the physical connection to the property which is free. The connection will move from 70MB to 1,000MB but contracts can be varied from 250MB to 500MB etc. Glenn and Peter were thanked for all their hard work on getting broadband to the village. 
8b District Matters 
Scampton Airbase - Cllr Patteson gave an update on the use of the Scampton Airbase for the housing of migrants. He reported that WLDC have served two stop notices on the Home Office with reference to work close to listed buildings on the airfield. The second notice is about the home office re-instating the area back to its’ previous state. The Judicial Review is scheduled for 31 October/1 November.
Solar – It was reported that the Gate Burton Development deadline was 3 October. Cottam Development 17 October but as yet there is no information on the West Burton Development. The Solar Tech Register shows all the proposed development across Lincolnshire.
7.    AOB

It was reported that the dog poo bin towards the lake is very full. The Chair will take appropriate action.
