FILLINGHAM PARISH MEETING
MINUTES - AGM
 8 May 2023

ATTENDANCE
Present: Margaret O’Grady (Chair), Peter O’Grady (Vice Chair) Judith Russell (Clerk), Glenn Cargill (RFO), Cllr Roger Patterson.
In Attendance: Four Parishioners

1.    WELCOME NOTICE OF INTEREST
The Chair welcomed people to the meeting and took apologies.
2.    NOTICE OF INTEREST
No notices of interest reported.
3.    AGM 
Appointment of officers: 
•    Chair, Margaret O’Grady Proposed by HS, seconded by DG and elected by the meeting unanimously.
•    Vice-Chair, Peter O’Grady. Proposed by HS, seconded by DG and elected by the meeting unanimously.
•    Responsible Financial Officer, Glenn Cargill. Proposed by MO’G, seconded by HS and elected unanimously by the meeting. 
•    Declarations of Acceptance of Office signed at the meeting. 
•    Clerk – in the absence of JR, this post will be elected at June meeting.
4.    Approval of formal documents – Asset register has been amended to include Joyce’s memorial bench, approved by the meeting. Other formal documents stand without alteration.

5.    MINUTES OF THE LAST MEETING.
The minutes of the last meeting (3 April 2023) were approved as a correct record.

6.    MATTERS ARISING NOT ON THE AGENDA 
None arising.

7.    REPORTS
i.    Finance:
Glenn (RFO) reported that the finances remain healthy.
Village Hall Account – Income from bookings and fundraising £518.95. Parish Meeting donation received. GC has applied for the EDF surplus to be repaid.
Parish Meeting Account – Parish Precept received of £5719.
Annual Governance and Accountability Returns (AGAR) for 2022-23 financial year now due, with timescale as follows: Meeting on 05/06 to approve statements. Exercise of public rights agreed for the period Monday 12/06 to Friday 21/07. Deadline for submission of AGAR is currently Monday 03/07/2023. Internal audit to be presented at the meeting 5th June 2023.
ii.    Village Hall – The tap in the kitchen is still dripping. A radiator in the main hall was leaking (22/4/23) Emergency plumber was contacted – repair done. The boiler is due for a service MOG to organise. 
Village Hall Committee – has been reinstated Chair – Margaret O’Grady, RFO - Glenn Cargill Bookings Secretary Sarah Deacon – the meeting agreed that the Village Hall Committee would meet separately to adopt a constitution and relevant documentation from the Parish Meeting. 

8.    CORRESPONDENCE – None that hasn’t been dealt with elsewhere in the meeting.

9.    PARISH, DISTRICT, COUNTY MATTERS
i.    Parish Matters. 
Incident at the Lake- 30/04/023 It was reported that 2 dogs became ill and have subsequently died after eating what was believed to be poison. A search under section 19 Wildlife and Countryside Act has been carried out and Lincolnshire Police RCAT officers have been dealing with this distressing incident. The lake was closed for a short time to permit holders, although it is now open, dog walkers are requested to keep dogs on leads and to be vigilant about what their animals are eating.
Trust – awaiting Land registry to amend the names on the trusteeship of the land.
Broadband – The engineers are working on the build currently and are proving the fibre cable route back from the exchange. 
Solar - The ‘Relevant Representation’ will be submitted for the Gate Burton project by the deadline of 6 June. Residents also have the opportunity to provide their feedback at this stage. Information on how to provide feedback has been circulated to villagers and posted on the Village Hall Notice Board.
Coronation Event – Picnic in the park, was a reported as being a success and thanks were expressed to all those who organised the event.
District matters – Cllr Patterson confirmed that that the process of the judicial review regarding RAF Scampton being potentially used to hold migrants is underway.   
West Lindsey Councillor Elections- The meeting congratulated Cllr Paterson on his re-election and he advised the meeting regarding changes to WL council as a result of the elections. 
Cllr Patterson – advised the meeting that WL have grant funding available. MOG to investigate.
County Matters – None reported

10.    AOB
Fly past of the Lancaster Bomber- The meeting was informed that there would be a flypast of the Lancaster Bomber as part of the celebration of Operation Chastise on 16/5/23 at 7.20pm. 
Village Hall Windows – It has been noted that more of the window panes have blown on the village hall. MOG to contact Eastfields Joinery.
