FILLINGHAM PARISH MEETING
MINUTES
3 July 2023

ATTENDANCE

1.    WELCOME
The Chair welcomed people to the meeting and took apologies.
2.    NOTICE OF INTEREST
None Reported
3.    MINUTES OF THE LAST MEETING  
The minutes of the last meeting were approved as a correct record. 
4.    MATTERS ARISING NOT ON THE AGENDA 
The Boiler - The fault on the boiler has been fixed but another fault has been found.
Village Hall windows –Eastfield Joiners are coming out for a site meeting. We are still waiting for contractor to come back with a date.
AGAR Report – Report has been submitted and receipt received.
5.    REPORTS
I.    FINANCE
Accounts - Glenn (RFO) reported that £150 for boiler repair has been paid and the pop-up Tearoom made £106 for Village hall funds.
Quotes for work – Quote from Toucan, £175 per day labour and £45 for materials for repair of walls. In the future pointing will be required. Quote for repair of small retaining wall on Rectory Lea, quote For labour the same with £85 quoted for materials. Both quotes were approved.
Insurance quotes – Insurance due on 16 July. The current provider has quoted £854.76 p.a. if we take three-year offer this, otherwise it is £932.85 for the coming year.
II.    VILLAGE HALL REPORT 
The litter issue has improved. This will be monitored over the summer break. The playground inspection will be arranged. It is also time to renew the music licence for the village hall.


6.    CORRESPONDENCE
Planning application ref 146818  - Proposal for the erection of additional poultry houses with associated control, feeding weighing, feed bins, heat exchangers and extension to the concrete apron to a property on the top road. No comments to be made.
Planning application ref 146740 – Proposal for listed building consent for 3 clusters of conservation rooflights to be added to rear elevation at 5 Chapel Road Fillingham DN21 5BP. No comments to be made.
PARISH, DISTRICT, COUNTY MATTERS
8a. Parish Matters. 
Parish Trust – Nothing received back yet from the Land Registry.
Solar Relevant Representations -  Peter O’Grady  attending a meeting re the Tillbridge solar proposal this evening. All parishes affected have signed up to the letter which has now been sent to the relevant government department. Margaret O’Grady attending the 2-day Examining Authority Meeting for National Infrastructure Planning for Gate Burton Energy Park 5-6 July.
Broadband – No further information has been received.
Kerb Work on High Street – the work to instal a Kerb (near 28 High Street)has now been completed. Further work on the Willingham Road will take place on 16-20th July.  It was agreed that an email should be sent out to villagers to inform them of this, and information put on the noticeboard and Facebook.

Grass area on Rectory Lea – The security fence has been removed and the grass has been cut by Messrs Rose, but no decision has yet been made on the use of the land. Thanks to Messrs Rose for tidying up the area.

8b District matters – Cllr Patteson gave an update on the use of the Scampton Airbase for the housing of migrants. He reported that heritage issue has the support of LCC and Historic England. There is possibility for proceeding to a full judicial review of the proposal.  A request has been received from Scampton Parish Council to the Home Office to support their campaign. This was agreed.
8c. County Matters – None reported.

7.    AOB – 
Further work on the Willingham Road will take place on 16-20th July.  It was agreed that an email should be sent out to villagers to inform them of this, and information put on the noticeboard and Facebook.

No Meeting in August. The next parish meeting will be on Monday 4 September at 7.30pm
